A fresh political storm has erupted within the Zamfara State chapter of the All Progressives Congress (APC) amid accusations that the Minister of State for Defence, Bello Matawalle, mismanaged party funds and made misleading claims regarding financial donations.

In a statement issued by the Zamfara APC Secretary, Hon. Mansur Aminu Khalifa, the party dismissed Matawalle’s claim of donating ₦500 million to APC supporters as a fabrication, challenging him to provide proof of how the funds were distributed. The statement accused Matawalle’s faction of peddling falsehoods to manipulate party members.

“The claim that Minister Matawalle donated ₦500 million to Zamfara APC supporters is misleading. Even Bashir Ataka, the former Welfare Secretary under Tukur Danfulani, has debunked this narrative,” the statement read.

The controversy within the state APC escalated further as Khalifa asserted that Tukur Danfulani, the current state chairman, was no longer recognized by the party, insisting that his suspension remains valid. Consequently, he declared all actions taken by Danfulani and his executives as illegitimate.

Beyond financial disputes, the party also accused Matawalle and his associates of diverting relief materials, including 12,000 bags of rice donated by President Bola Ahmed Tinubu to APC supporters in Zamfara. Additionally, allegations surfaced regarding the misappropriation of ₦50 million donated by President Tinubu for victims of armed banditry and fire disasters, with claims that the funds have not reached the intended beneficiaries.

The statement praised Hon. Aminu Sani Jaji, a prominent APC leader in the state, for his unwavering support for party members and his contributions to President Tinubu’s 2023 election victory. It described Jaji as a key political force in Zamfara’s APC structure.

Further highlighting Matawalle’s diminishing influence, the statement referenced an incident in which his convoy was allegedly stoned by residents during his recent visit to Zamfara, underscoring the growing opposition to his leadership.

With the 2027 elections drawing closer, the statement warned that Matawalle’s political relevance in Zamfara was declining, urging President Tinubu and the APC National Working Committee to be wary of his actions.

Meanwhile, the party reaffirmed its support for the Isiyaka Ajiya Anka-led APC faction, emphasizing that it remains the legitimate leadership in Zamfara until a new congress is held.

As the battle for political dominance within the Zamfara APC intensifies, party factions continue to trade accusations, setting the stage for a prolonged power struggle in the state.

 

Former presidential candidate of the Labour Party, Peter Obi, has criticised the ongoing political developments in Rivers State, describing them as an “aberration” and a violation of Nigeria’s constitutional order.

Obi, in a statement on Monday via X, condemned the alleged disobedience of a Supreme Court ruling regarding the release of statutory allocations to an appointed sole administrator instead of a duly constituted legislative body.

“What we are witnessing in Rivers State is a brazen disobedience and disregard for the rule of law and our democratic principles. The decision to release statutory allocations to an appointed Sole Administrator, despite a standing order of the Supreme Court, is not just unlawful — it is a direct challenge to the authority of the highest court of our country,” Obi said.

He expressed concern over the decision to release state funds despite a standing order from the Supreme Court, which had barred the Central Bank of Nigeria and the Accountant-General of the Federation from disbursing these allocations until a legally recognised House of Assembly passes an Appropriation Act.

“The Supreme Court had explicitly barred the Central Bank of Nigeria (CBN) and the Accountant-General of the Federation (AGF) from releasing these funds until a properly constituted House of Assembly passes a valid Appropriation Act. Yet, we see a situation where this order is being ignored. This raises serious moral questions about what is happening in Rivers State,” Obi stated.

He warned that disregarding the judiciary’s authority sets a “dangerous precedent” and undermines the rule of law. He also urged institutions such as the CBN and AGF, which are mandated to uphold the law, not to be complicit in actions that defy judicial decisions.

“A country cannot function where the rule of law is trampled upon, where the separation of powers is disregarded, and where judicial decisions are treated as mere suggestions,” he cautioned.

Obi stressed that the issue extends beyond Rivers State, as it threatens the core of Nigeria’s democracy. He called on leaders to respect the judiciary and uphold constitutional principles, warning that continued violations could jeopardise the nation’s democratic future.

“If we continue this way, we are undermining the future of our democracy. We must choose to do the right thing—to respect the law and uphold the principles that bind us as a nation,” he said.

 

Nigeria’s access to a $602.95m grant for 2025 from the United States Agency for International Development is now uncertain, following a 90-day suspension of all agency programmes by President Donald Trump.

The fund freeze stems from an executive order signed by President Trump after his return to office in January 2025, directing a comprehensive review of US foreign assistance.

The review aims to assess the effectiveness of American aid programmes, with a focus on eliminating waste and ensuring funds align with US national interests.

With the aid freeze in place, funding for crucial sectors, particularly health, governance, economic development, and security, hangs in the balance.

The move has already disrupted multiple USAID-supported initiatives, with Nigeria among the countries facing uncertainty over planned allocations.

This comes as the Senate summoned intelligence chiefs to investigate allegations made by United States Congressman Perry Scott that USAID has been funding terrorist organisations, including Boko Haram.

Those summoned included the heads of the National Intelligence Agency, the Defence Intelligence Agency, the Department of State Services and the National Security Adviser, Nuhu Ribadu.

The resolution followed an Order of Urgent National Security raised under Order 41 by the lawmaker representing Borno South Senatorial District, Ali Ndume.

According to the proposed USAID budget for 2025, a staggering 89.27 per cent of the total $602.95m earmarked for Nigeria was designated for health-related programmes, highlighting the country’s heavy reliance on US support in the sector.

The largest share, $368m, was set aside for HIV/AIDS programmes under the Global Health Program, with $322m coming from GHP-State and $46m from GHP-USAID.

Other allocations included $22m for tuberculosis, $73m for malaria control, $33.25m for maternal and child health, and $22.5m for family planning and reproductive health.

However, funding for water supply and sanitation was set at just $2.5m, raising concerns about the accessibility of clean drinking water, especially in rural areas.

With USAID funding now frozen, the Nigerian government has taken emergency measures to cushion the impact, approving $200m to sustain healthcare services.

The Ministry of Finance confirmed that the funds would be directed towards essential vaccine procurement, antiretroviral drug distribution, and maternal health services, as fears grow over potential disruptions to critical health interventions.

Also, the Coordinating Minister of Health and Social Welfare, Ali Pate, said the Federal Government was planning to engage 28,000 health workers previously being paid under the USAID programme.

Pate said the government was ready to take ownership of the country’s healthcare sector amid the change in the policy of the US government.

The Federal Executive Council also approved an allocation of N4.5bn for the procurement of HIV treatment packs to support Nigerians living with HIV/AIDS.

Beyond health, democracy and governance initiatives in Nigeria had been allocated $7.5m in the USAID budget.

This covered funding for the rule of law, good governance, civil society engagement, and human rights programmes.

The suspension of the aid now casts doubt over whether these programmes will proceed as planned, particularly as the Trump administration reassessed its foreign policy commitments in Africa.

Among several sectors facing uncertainty is the peace and security category, with $7.6m earmarked for strengthening Nigeria’s security capabilities.

The proposed budget included $2.8m for conflict mitigation, $1m for military partnerships, and $3.05m for citizen security and law enforcement.

These allocations reflected US interest in stabilising Nigeria and countering terrorism threats from Boko Haram and Islamic State-West Africa Province in the northeast.

However, with funding now under review, there are concerns that any reductions could affect Nigeria’s ability to combat insecurity.

Also, economic growth programmes were due to receive $39.6m, the largest allocation outside the health sector.

Of this amount, $29.1m was earmarked for agriculture, while $1.5m was set aside for private sector productivity and $5m for clean energy projects.

These figures suggest a shift in US aid priorities towards economic sustainability and private sector engagement rather than direct humanitarian relief.

With USAID funding currently under review, the disbursement of these funds remains uncertain.

If the aid freeze extends beyond the initial 90-day review period, Nigeria may need to rely more on domestic revenue or seek increased support from other development partners like the World Bank and the African Development Bank.

The TheNigerian earlier reported that USAID allocated approximately $2.8bn to Nigeria between 2022 and 2024, according to data from the United States Foreign Assistance Dashboard.

The platform serves as the primary source for budgetary and financial data from U.S. government agencies managing foreign assistance portfolios.

Amid the controversy, data from Financial Aid revealed that in 2024, the US agency disbursed a total of $41bn to no fewer than 206 countries, including Nigeria, which received $780m.

In 2023, USAID allocated $72bn to 209 countries, with $1bn disbursed to Nigeria. Similarly, in 2022, the agency released $74bn to fund 21,000 programmes in at least 212 countries, and Nigeria received $970m.

The aid suspension comes amid increasing scrutiny over US foreign assistance, with Congressman Perry alleging that some American aid funds had been misused or diverted to unintended channels, including possible links to terrorist financing.

In a video that went viral, Perry said, “Who gets some of that money? Does that name ring a bell to anybody in the room? Because your money, your money, $697m annually, plus the shipments of cash funds in Madrasas, ISIS, Al-Qaeda, Boko Haram, ISIS Khorasan, terrorist training camps. That’s what it’s funding.”

The US House Committee on Foreign Affairs has since launched an investigation into the management of USAID funds in Nigeria and other recipient countries.

If financial irregularities are found, the US could permanently reduce or redirect foreign assistance, placing further strain on Nigeria’s development efforts.

However, the United States Embassy in Nigeria reaffirmed its commitment to ensuring that US assistance is properly utilised, dismissing any concerns about its funds being diverted to terrorist groups.

In a statement released on its X handle on Tuesday, the mission stressed that “comprehensive monitoring and evaluation systems are in place to help verify that US assistance reaches intended recipients.”

The American government also strongly condemned the atrocities committed by Boko Haram and other extremist groups in Nigeria and across the region, stating, “The United States condemns the violence and blatant disregard for human life perpetrated by Boko Haram and other terrorist groups in Nigeria and the region.”

Speaking during Wednesday’s plenary, former Senate Chief Whip, Ndume, called for an investigation into the US lawmaker’s claims that the USAID funded Boko Haram, urging the Federal Government to conduct a probe to verify whether USAID funds had been used appropriately.

Ndume urged the Senate to take Perry’s revelation seriously, given the devastation caused by Boko Haram.

He emphasised that a thorough investigation would end speculation about how non-state actors have managed to survive over the years.

The motion was seconded for debate by Abdul Ningi (PDP, Bauchi-Central), a co-sponsor of the motion, who suggested that it should be amended to read that the security chiefs should first brief senators in a closed-door session.

“At this point, whatever is written here is germane. But it is almost impossible to do justice to the issues raised in this motion here.

“We do not need an elaborate debate on this issue; we need to be briefed by security agencies first in a closed-door session.

“Let’s take only one prayer-we invite the NSA, the DG, NIA, and DSS for a closed-door session with the Senate on this matter. The reason? This is their duty; that is what they are funded to do as their work.

“With the briefing by the security chiefs, we can take it up from there. Let’s do the work with some facts provided by these security chiefs at a closed-door session,” he said.

Ningi’s argument was adopted and passed by the Senate after Senate President Godswill Akpabio agreed that it was important to hear the views of the security heads in confidence.

He noted that the intelligence chiefs would provide the Senate with a clearer perspective in a private briefing.

In response to the alleged funding of Boko Haram by USAID, the Borno State government said it was awaiting the decision of the Federal Government on the next line of action.

Speaking with one of our correspondents, the Special Adviser to Governor Babagana Zulum, Brig Gen Abdullahi Ishaq (retd.), said the state government was not surprised by the allegation as the Chief of Defence Staff, Gen Christopher Musa, had mentioned some non-governmental organisations were financing the insurgency in the state.

“Have you listened to the interview of the Chief of Defence Staff on the attitudes of these NGOs? He was once here as a Theatre Commander and he has given a clue as to his experience when he was here.

“He said that they will say they are taking food somewhere and before you know it, they will say the vehicle broke down. All of a sudden, the trailer load becomes empty. The signs have always been there.”

Concerning the probe of the NGOs working with USAID, he said, “It is not a state government thing. They got permission from the Federal Government to operate here, which is why they operate in so many places in Nigeria and not Maiduguri alone.

“It is left for the Federal Government to decide. The decision will determine our stand. I just returned from a trip, so there is still some information I cannot authoritatively speak on currently,” he said.

In a recent interview on Al-Jazeera, Gen Musa questioned how terrorist groups in Nigeria manage to sustain their operations despite sustained military offensives.

He pointed to foreign financial and logistical support as a critical factor enabling the persistence of these groups.

The CDS revealed that many surrendered or captured Boko Haram fighters had been found in possession of foreign currency, raising serious questions about their funding sources.

“As we speak, over 120,000 Boko Haram members have surrendered, and most of them came with hard currency. How did they get it? How are they funded? How did they get the training? How did they get the equipment?” he asked.

The CDS has also raised alarms over the suspicious activities of certain NGOs, citing instances where some of them, ostensibly providing humanitarian aid, paid up to 10 years’ rent in advance for properties in insurgency-prone areas.

He questioned the rationale behind such long-term commitments, asking whether these NGOs had foreknowledge that terrorism would persist for another decade.

He then called on the United Nations to investigate the funding and training of Boko Haram terrorists.

The bid to consolidate the improved security of lives and property in Enugu has gathered momentum, with well-meaning individuals and corporate bodies rallying over N3bn in donations to the Enugu State Security Trust Fund (ESSTF).

The donations were made physically and online during the fundraising dinner organised by the Fund at the Old Government Lodge, Enugu.

More than N3 billion was realised from individuals and corporate bodies.

In his opening remarks, the Board of Trustees, BOT, Chairman of the Fund and Group Managing Director of Afrinvest West Africa Ltd., Dr. Ike Chioke, while commending the Dr. Peter Mbah administration for the huge impact and investments made in the area of security, including the constitution and inauguration of the Board of Trustees of the Enugu State Security Trust Fund a year ago, stressed that security was everybody’s business.
He said the only way to achieve the $30 billion GDP mark set by the governor was to sustain and consolidate the successes in securing lives and property through contributions by citizens, corporate bodies, and all levels of government.

“So, our target is N20 billion. Our population as a state is well over 5 million people. We think there are 2 million working adults in the state, assuming each person contributes N1,000 every month, which is N2 billion a month already. If you get N2 billion naira a month for 12 months, the citizens alone can raise N24 billion. That is for individuals alone before adding the government. That tells you our capacity,” he asserted.

Governor Mbah, on his path, recalled the grave security situation when his administration came on board, noting that despite the massive successes, there was no room for complacency.

“Back then, criminals gleefully posted bodies of security personnel and the arms they had stolen through their brazenly regular attacks.

“But what difference 20 months make! Such wanton attacks have been pushed to the darkest recess of history. We have gained control of our streets. The outlaws who once held our people hostage have either been neutralised or fled.

“The pleasant experience arising from the vastly improved security is widespread: The businessman who could not open his shop and incurred losses, as a result, has found the confidence to do so; the child who could not go to school every Monday in the past can now confidently do so without any fear; our security men and women can now carry on their law-enforcement duties without any brazen attack.

“But our job is not done yet; it needs to be sustained,” he said.

Highlighting his administration’s massive investments in security, Mbah said concerted effort was needed to achieve much more.

“We have invested substantially in securing our state and continue to do so because there are no half-measures in the fight against insecurity.

“The Enugu State Command and Control Centre is a logistical novelty built via cutting-edge innovation comparable to that in more advanced countries.

“It was a moment of pride for us when the President commissioned it in January for national acclaim.

“Even when no security official is in sight, our round-the-clock surveillance system that covers our streets and neighbourhoods still ensures strict vigilance. The ultimate goal is to nip crime in the bud.

“This crime-fighting device is complemented by the Distress Response Squad, designed to react swiftly to any security breach or threat.

“It is also further boosted by a large fleet of 150 security vehicles embedded with AI-enhanced cameras deployed across the state.

“But enthroning a water-tight security, such as we are implementing in Enugu State, requires a humongous amount of funds to sustain,” Mbah explained.

Critical stakeholders at the event, including the business mogul and philanthropist Prince Arthur Ezeh, commended Mbah for his strides in security and infrastructural development.

“Enugu is the capital of Igboland. The governor has a character like Mbakwe, like M.I Okpara, who I knew from childhood. This man – Governor Mbah – transformed Enugu State in less than one year. And because of what he has done in Enugu State, I became thrilled as an Igboman and happy that we have knowledgeable people,” Prince Ezeh said.

Benue State Investment and Property Company Limited (BIPC) will soon establish the BIPC Trust Fund to provide financial support and resources for young entrepreneurs.

The managing director of BIPC, Raymond Asemakaha, made the disclosure on Saturday during a virtual town hall meeting tagged “Advancing Economic Development in Benue State: Our Recent Achievements and the Future Outlook.”

Asemakaha said that the establishment of the trust fund was to enable the young entrepreneurs to start up their own businesses.

“By redirecting Benue youths into the business ecosystem, BIPC aims to create a vibrant entrepreneurial culture in the state.

“The establishment of the Benue Investment Trust Fund is a significant step towards achieving this goal, and it is expected to have a positive impact on the state’s economy.

“This initiative aims to empower young people in the state to become entrepreneurs and job creators,” Asemakaha said.

He further said that the current initiatives of the company were aimed at redirecting Benue youths into the business ecosystem.

“Even though the state has multi-sectoral challenges, Gov. Hyacinth Alia has headhunted technocrats like me who are fixing it and redirecting the state economy to take its original place.

“Jobs lost from 2014 to 2023 are pegged at 907,676 in the Small and Medium Scale Enterprises (SMEs) sector. This administration is able to reverse the negative growth from -3.2 to positive just within one year.

“Output has to exceed population growth going forward, though presently, our output growth is low in relation to population growth.

“That is why we are coming up with effective strategies and policies to create an enabling environment for businesses to thrive.

“Such policies include the Benue State Inclusive Economy Policy, the Benue State Policy on Micro, Small, and Medium Enterprises, and the Benue State Industrial and Trade Policy, among others,” he said.

The opposition has accused the Federal Government of failing to explain what happened to the N234bn released for the aborted national census because it diverted the money for the 2023 electioneering campaign.

Under former President Muhammadu Buhari, the National Population Commission proposed a budget of approximately N800bn for the 2023 Population and Housing Census.

By May 2023, a total sum of N224bn had already been disbursed, in addition to N10bn approved in October 2020 for Enumeration Area Demarcation across 546 Local Government Areas.

Originally scheduled for May 2023, the census was postponed to allow the next administration to provide input.

However, 17 months into his presidency, President Bola Tinubu has not announced a new date for the exercise, raising concerns about the implications for governance, economic planning and resource allocation.

Speaking with Sunday TheNigerian, the National Publicity Secretary of the Labour Party, Obiora Ifoh, claimed that the current administration might not have an answer to what happened to the money released.

According to him, it was obvious from the start that census money released by the of Buhari administration was originally meant to prosecute and tilt the 2023 election in favour of the ruling party.

He said, “In the last eight years of Muhammed Buhari, this issue of census has come up, and we have never seen it happen. Most of the years, the money released for census matters either just fly away or get swallowed by snakes. Yet, we have never seen any census conducted.

“In a saner clime, census is held every five years or thereabouts. But in Nigeria, it takes about 10 or 20 years to conduct one. Again, in the case of Nigeria, monies are budgeted almost every year.

“Now, if that chunk of money was released a few months before the election but failed to hold and nobody accounted for it, it does not take anyone to decipher why the money disappeared. It was obviously used to execute the election and the person in charge of the population census has not come out to tell us what happened to the money.

“Has the money been returned to the Central Bank or is it cooling in one house? We expect the security agencies to demand and request the money. What has happened to it? If the money has not been used or appropriated, it should be returned to the coffers of the Federal Government.”

But the ruling party kicked, saying there was no iota of truth in the allegation.

Reacting in an interview with our correspondent, the Deputy National Organising Secretary of the APC, Nze Duru explained that the census programme was a national assignment that was on course and would eventually be facilitated by the APC administration.

He said, “I do not see any concern. I believe that is something that will happen and I know it will happen shortly. We cannot have any provision in the budget without capturing the population of the country and where the people are resident. So, it’s something that we require, and I know efforts are ongoing to ensure it happens.

“We cannot continue to play politics with critical data that is required to enable the government to provide comprehensively and adequately for the people of this country. Do we need a population census to know the demography and numbers of Nigerians today? Yes, we do. But should it be an event? I do not think so.

“I believe it is something that must be updated hourly, daily, monthly and yearly. We should not wait for an event, a particular time, to determine the number of Nigerians in the country. The population is so critical for data, budgeting and provisioning of what Nigerians need.

“In providing the dividends of democracy, we cannot afford not to have that data done. There should not be any hullabaloo about it. It is something that can’t even be done without setting a milestone or a deadline on when this can be done.”

Former President Olusegun Obasanjo has revealed new details about Nigeria’s refineries’ woes, recounting failed efforts to privatise the plants and the subsequent alleged financial losses of about $2bn by the facilities under government management.

Obasanjo disclosed this on Thursday as the Nigerian National Petroleum Company Limited beckoned the ex-President to visit the recently revamped refineries for a tour.

The former President said his successor, Umaru Musa Yar’Adua, rejected a $750m offer from Aliko Dangote, Chairman of Dangote Group, to manage the Port Harcourt and Kaduna refineries in 2007.

Obasanjo spoke in an interview with Channels Television, on Thursday, highlighting the challenges faced with Port Harcourt, Warri, and Kaduna refineries during his presidency.

The former president said the NNPCL was aware of its limitations in managing the nation’s refineries but still informed Yar’Adua that the oil company could operate the refineries — leading to his successor rejecting Dangote’s offer.

He said companies approached by the government to acquire equity in the refinery, expressed concerns about corruption impeding its operations.

“When I was President, I wanted to do something about the three refineries we have: Port Harcourt, Warri, and Kaduna. Aliko got a team together after I asked Shell to come and run it for us. And Shell said they wouldn’t. I said, please come and take equity, they said no. I said okay, don’t take equity, come and run it, they said no.

“Later on, I called them. I called the boss of Shell to come and tell me what the problem was and he gave me four or five reasons. He said, first of all, they make a major profit from upstream, not from downstream. He said they run downstream just to keep their head above water.

“Two, our refineries were too small: 60,000 barrels, 100,000 barrels, and I think 120,000 barrels. He said that at that time, the average refinery was going for 250,000 barrels.

“Three, he said our refineries were not well maintained. Fourth, he said that there was too much corruption around the activities of our refinery and they would not want to get involved in that.”

Obasanjo shared that after Shell’s refusal, Africa’s richest man, Aliko Dangote, assembled a team and paid $750m to operate the refineries through a public-private partnership.

“Aliko got a team together and they paid $750m to take part in PPP (Public–Private Partnership) in running the refineries. My successor refunded their money, and I went to my successor; I told him what transpired; he said NNPC said they wanted the refinery and they could run it, and I said, but you know they cannot run it,” Obasanjo stated.

The former President expressed confidence in Dangote’s ability to manage his privately owned refinery effectively, contrasting it with the government’s inefficiency.

Obasanjo also expressed frustration over the mismanagement of the refineries, adding that despite the amount spent on them since 2007 no results have been made.

“I was told not too long ago that since that time, more than $2bn have been squandered on the refinery and they still will not work.

“If a company like Shell tells me what they told me, I will believe them. If anybody tells you now that it is working, why are they now with Aliko? And Aliko will make his refinery work; not only make it work, he will make it deliver.”

On December 31, 2024, the Group Chief Executive Officer of the NNPCL, Mele Kyari, said the Warri Refining & Petrochemical Company in Delta State had commenced operations.

On November 26, the NNPC said the Port Harcourt refinery had officially commenced crude oil processing.

Obasanjo concluded with a Yoruba proverb, comparing inflated claims about the refineries’ performance to a farmer who planted 100 heaps of yam but falsely claimed to have planted 200.

“They say after he has harvested 100 heaps of yam, he will also have 100 heaps of lies. You know what that means,” he said.

NNPCL invites Obasanjo

However, responding to the claim, the NNPCL spokesperson, Femi Soneye, extended an invitation to Obasanjo for a sightseeing tour of the Port Harcourt refinery to verify its operational status.

Soneye in a statement, said, “We extend an open invitation to President Obasanjo for a tour of the rehabilitated refineries to witness firsthand the progress made under the new NNPC Limited.”

Giving further details, Soneye explained that the NNPCL did not only carry out turnaround maintenance on the plant but embarked on a complete overhaul of the refinery to meet world-class standards.

He said, “As part of this transformation, NNPC Limited has gone beyond oil and gas to become an integrated energy company. One of our notable achievements is the complete rehabilitation of the Port Harcourt Refining Company and Warri Refinery.

“This process was not merely the Turnaround Maintenance of the past but a full-scale overhaul designed to meet world-class standards. Similarly, we are currently conducting the same comprehensive rehabilitation of the old Port Harcourt Refinery and Kaduna Refinery.”

He added that NNPCL has evolved from being a government corporation to a private entity with limited liability.
